On January 24, 1984, at approximately 9:45 P.M., Richard Bailey Jr. was found deceased on Lester Road, just off Sigman Road in Rockdale County, Georgia. The victim suffered a gunshot wound in the lower throat area. Prior to his death, the victim worked as a truck driver for Refrigerated Transport Company in Doraville, Georgia.
