Current status: The Take Care of America’s Veterans Act, H.R. 9237 and S. 4744, is pending legislation. It has not been enacted into law.

The Take Care of America’s Veterans Act is a major veterans bill moving through Congress. It is filed in the House as H.R. 9237 and in the Senate as S. 4744.

The bill has not become law. It remains pending legislation.

The proposal combines more than 60 veterans related measures into one large package. It would affect disability compensation, survivor benefits, VA health care access, caregiver support, community care, education benefits, transition support, claims processing, and VA oversight.

Supporters say the bill would deliver long requested reforms for combat injured veterans, surviving spouses, caregivers, and veterans seeking care through the Department of Veterans Affairs.

Opponents say parts of the bill could reduce future disability compensation for some veterans, especially those who later file claims involving sleep apnea or tinnitus.

Both points are important. The bill includes provisions that many veterans and veterans organizations support. It also includes funding and rating changes that have drawn strong concern.

What the Bill Would Do

The bill would make broad changes across several areas of veterans law and VA operations.

One of the most important provisions is the Major Richard Star Act. This section would allow certain combat injured veterans who were medically retired before reaching 20 years of service to receive both military retirement pay and VA disability compensation.

Under current rules, some of those veterans face an offset that reduces one benefit because they receive the other. Supporters argue that retirement pay and disability compensation serve different purposes and should not cancel each other out.

The bill also includes the Love Lives On Act. That section would help surviving spouses keep certain benefits after remarriage. Supporters say surviving spouses should not be forced to choose between future family life and benefits connected to a service member’s sacrifice.

Other parts of the bill would address benefits for severely disabled veterans and survivors, including provisions connected to ALS related survivor benefits and catastrophic disability support.

Health Care, Caregivers, and Community Care

The bill includes several VA health care provisions.

It would change parts of the Veterans Community Care Program, which allows eligible veterans to receive care outside VA when VA care is not reasonably available, timely, geographically practical, or clinically appropriate.

The bill would also require clearer notices when a veteran is approved or denied community care, address continuity of care, review wait time and drive time standards, and require additional audits and reports.

Supporters view these changes as protections for veteran choice and timely access to care.

Critics caution that expanded private sector care can weaken direct VA care if it is not properly managed, funded, and measured.

The bill also includes caregiver related provisions. These include transition support for certain caregivers leaving the family caregiver program, temporary health care continuation in some cases, and employment assistance tied to training, certification, relicensing, and reemployment.

Mental Health, Brain Injury, and Suicide Prevention

The bill would modify and reauthorize suicide prevention grant programs and includes provisions connected to traumatic brain injury, blast overpressure, hyperbaric oxygen therapy reporting, and mental health care access.

These sections reflect continuing national concern over veteran suicide, brain injury, combat exposure, transition stress, and timely access to mental health support.

For veterans and families, these provisions are important because early and effective mental health care can prevent a crisis from becoming a tragedy.

Education, Jobs, and Transition

The bill also includes education and workforce provisions.

These include changes related to the Transition Assistance Program, SkillBridge, licensing and certification payments, apprenticeships, on the job training, summer distance learning housing stipends, automobile adaptation, and emerging technology opportunities.

The general goal is to help service members and veterans move into civilian employment with better training, more flexible education support, and stronger connections to real job opportunities.

Claims, Appeals, and VA Operations

The bill includes changes to claims processing, appeals, medical disability examinations, VA forms, automation planning, rural access studies, and military sexual trauma related claims outreach.

It also includes VA management and oversight provisions involving staffing, call centers, telework policy, procurement, infrastructure, leases, technology, and reporting requirements.

These sections are less visible than the benefit expansions, but they matter. A new benefit does not help veterans if the VA cannot answer calls, schedule care, process claims, explain decisions, or manage referrals.

The Main Controversy: Sleep Apnea and Tinnitus

The most debated part of the bill involves future VA disability ratings for sleep apnea and tinnitus.

The proposal would require VA to revise how sleep apnea is rated. It would also limit when tinnitus can receive a separate compensable rating.

The bill states that these changes would apply to claims filed after the bill becomes law. It also states that existing compensation already in effect before enactment could not be reduced or discontinued because of these revisions.

That distinction is important. The proposed changes are mainly directed at future claims, not current ratings.

Still, several veterans organizations strongly oppose this approach. Their concern is that future disabled veterans could lose compensation for conditions commonly reported by veterans, including tinnitus and sleep apnea.

Supporters argue that the changes reflect updated rating standards and help manage the cost of the larger package.

Opponents argue that disability compensation should not be reduced to fund other veterans benefits.

Is the Bill Bipartisan?

The answer is mixed.

Many individual provisions inside the bill have bipartisan histories. The Major Richard Star Act has long attracted support from lawmakers in both parties.

However, the full bill is politically contested because of the proposed disability rating changes and offset structure.

That means the bill includes broadly supported ideas, but the complete package is not universally supported as written.

Current Status

H.R. 9237 was introduced in the House on June 10, 2026. The House Rules Committee prepared it for floor consideration and reported the rule on June 23, 2026.

S. 4744 was introduced in the Senate and placed on the Senate calendar.

The bill has not been enacted into law.

Next steps could include House floor action, possible Senate action, negotiations, amendments, or changes to the disputed sections before final passage.

The Bottom Line

The Take Care of America’s Veterans Act is a large veterans package with both potential benefits and serious concerns.

It could help combat injured retirees, surviving spouses, severely disabled veterans, caregivers, student veterans, veterans seeking community care, and veterans needing mental health support.

At the same time, the proposed sleep apnea and tinnitus rating changes have raised major objections from veterans organizations and lawmakers who oppose reducing future disability compensation.

The bill should be understood as a mixed package. Some provisions may be widely supported. Other provisions may require closer review, amendment, or opposition depending on the reader’s position.
