1. Who We Are

E-Safe is the name of a privately owned and privately operated community information website and public-service project available at https://e-safe.us. It is funded by a private individual, is provided without charge to the public, and is not operated as a commercial service. References in this Privacy Policy to “E-Safe,” “we,” “us,” or “our” mean the E-Safe website, its individual owner and operator, and authorized administrators acting for the website.

E-Safe is not a law enforcement agency, government department, emergency response service, medical provider, financial adviser, law firm, the United States Department of Veterans Affairs, the Georgia Bureau of Investigation, the United States Department of Homeland Security, or the federal employment eligibility E-Verify program. Public agency names, records, seals, links, and data sources remain the property and responsibility of their respective owners.

2. Companion Documents and Order of Control

This Privacy Policy and the E-Safe Terms and Conditions are companion documents and must be read together. This Privacy Policy controls how E-Safe collects, uses, displays, retains, shares, secures, and deletes Personal Information. The Terms and Conditions control access to and use of the website, account responsibilities, user conduct, User Content, disclaimers, liability, suspension, termination, and disputes.

The documents are intended to operate consistently. If an apparent conflict cannot reasonably be reconciled, this Privacy Policy controls only the handling of Personal Information, the Terms and Conditions control only website use and disputes, and applicable law controls over both.

3. Scope

This Privacy Policy applies to E-Safe public pages, member pages, registration, login, password recovery, account management, contact and assistance forms, appointments, chats, messages, polls, groups, pages, profiles, posts, comments, photographs, events, subscriptions, directories, business verification, public-safety and awareness tools, lost and found pet reports, veterans resources, search tools, administrative review, and other services made available through the website.

This Privacy Policy applies whether a user accesses E-Safe as a visitor, registered member, content submitter, business representative, appointment requester, subscriber, or other authorized user. A third-party website reached through an E-Safe link is governed by that third party's own policies.

4. Definitions

“Personal Information” means information that identifies, relates to, describes, is reasonably capable of being associated with, or could reasonably be linked to an identifiable person or household. It does not include information lawfully made public by a government record or information that has been irreversibly deidentified so it cannot reasonably be linked to a person.

“User Content” means information, text, messages, votes, poll responses, comments, photographs, files, reports, directory entries, business information, event information, links, notes, and other material a user submits, uploads, sends, publishes, or makes available through E-Safe.

“Services” means the website features described in this Privacy Policy and the Terms and Conditions, including public information, community interaction, account features, safety and awareness tools, appointments, directories, subscriptions, searches, and E-Safe-developed tools.

5. Information We Collect

E-Safe limits collection to information reasonably related to operating, securing, administering, improving, and providing the Services. The categories collected depend on how a person uses the website.

Account and registration information may include username, first name, last-name initial or last name, email address, community, city, state, ZIP code, password credentials in protected form, consent acknowledgments, account status, role, profile settings, and password-recovery information.

Public profile and community information may include display name, profile photograph, biography, community, city or general location, posts, comments, reactions, memberships, groups, pages, messages visible to intended recipients, polls, votes, files, photographs, activity records, and other information a user chooses to make available.

Contact, assistance, and appointment information may include name, email address, telephone number, requested date or time, subject, message, appointment details, correspondence, and information reasonably needed to respond.

Service-specific submissions may include event information, directory listings, business identity and licensing information, insurance information, supporting verification documents, pet descriptions and photographs, approximate pet locations, contact preferences, public research links, notes, saved searches, subscription locations, and other information requested by the relevant tool.

Communication and subscription information may include email address, subscription type, city or statewide preference, delivery status, unsubscribe status, notices sent, queue records, and technical delivery errors.

Technical, security, and usage information may include IP address, browser and device type, operating system, user agent, referring page, requested URL, access time, login attempts, security events, cookies, consent selections, session identifiers, error information, spam indicators, approximate location inferred from an IP address, and information needed to prevent abuse or troubleshoot the website.

Location information may include a ZIP code, city, state, community, map selection, address submitted for an expressly identified verification function, or approximate location connected with a pet report, event, directory entry, or service search. E-Safe does not intentionally collect continuous GPS tracking data. Users should not submit an exact home address to a public field unless the feature clearly requires public display and the user accepts that display.

E-Safe does not charge the public for the Services and does not intentionally collect payment card or bank account information from public users. If payment processing is ever introduced, E-Safe will update this Policy before activating it.

E-Safe does not request medical records, Social Security numbers, financial account credentials, passwords for third-party services, genetic information, or other highly sensitive personal information from public users. Users must not submit such information unless E-Safe expressly requests it for a lawful and clearly disclosed purpose. Air-quality, veterans, investment, TSP, legal, or safety tools are informational and are not intended to collect medical, claims, account, or transaction credentials.

6. Public and Nonpublic Information

A user should assume that information entered in a field labeled public, visible to others, profile, post, comment, group, page, poll, directory, event, report, listing, flyer, or similar publishing function may be displayed to other members or the public and may be copied, indexed, archived, shared, printed, or captured by others.

Registration currently informs users that the username is visible to others and that the first name and first initial of the last name may display. Users must not use an email address, telephone number, exact home address, or other sensitive information as a public username or display field.

Private messages, restricted groups, account settings, administrative submissions, verification documents, and support correspondence are not intended for public display. However, no online messaging or restricted-access system can guarantee absolute confidentiality. Authorized administrators, service providers, legal process, security investigations, or unintended recipients may access information when reasonably necessary or legally required.

7. Children and Minors

E-Safe is a general-audience community website and is not directed to children under 13. A person under 13 may not create an account or submit Personal Information through E-Safe. If E-Safe learns that it collected Personal Information directly from a child under 13 without legally sufficient parental authorization, E-Safe may disable the account and delete the information as reasonably practicable.

A user who is 13 through 17 may use E-Safe only with permission and supervision from a parent or legal guardian. A parent or guardian may contact privacy@e-safe.us regarding a minor's information. Public missing-child records obtained from official or recognized sources are public-awareness content and are not treated as accounts created by the child.

8. How We Use Information

E-Safe may use information to create and administer accounts; authenticate users; provide password recovery; operate public and member features; respond to requests; schedule appointments; display authorized User Content; manage subscriptions; provide searches, alerts, directories, and public-information tools; review business verification submissions; moderate content; prevent spam, fraud, abuse, and unauthorized access; investigate security incidents; maintain backups and operational logs; improve reliability and usability; enforce the Terms and Conditions; comply with legal obligations; and protect E-Safe, its owner, users, sources, and the public.

E-Safe may use aggregate or deidentified information for internal security, performance, reliability, and service-planning purposes when the information is not reasonably capable of identifying a person. E-Safe does not create or sell deidentified user profiles for advertising or unrelated commercial use.

9. No Sale, Targeted Advertising, or Commercial Data Brokerage

E-Safe does not sell Personal Information for money or other valuable consideration, does not rent user lists, does not operate as a data broker, and does not disclose Personal Information to advertisers for cross-context behavioral advertising.

E-Safe does not use public-user Personal Information to build targeted advertising profiles or to determine commercial offers. Contextual links to public resources, third-party websites, or news sources are not targeted advertising merely because they relate to the content of a page.

10. Cookies and Similar Technologies

E-Safe and enabled service providers may use cookies, local storage, session identifiers, security tokens, and similar technologies for login, account security, consent choices, preferences, form operation, spam prevention, performance, analytics, and troubleshooting.

Strictly necessary cookies may be used without an optional-consent choice when required to provide a requested feature or secure the website. Optional analytics or similar technologies should operate only to the extent enabled and permitted by the applicable consent configuration. Browser settings may block or delete cookies, but doing so may prevent login, forms, preferences, or other features from working properly.

11. When Information May Be Shared

E-Safe may disclose limited information to hosting, email, security, analytics, mapping, search, AI, content-source, software, and other service providers only to the extent reasonably needed for the configured function. A provider may receive information directly from a user's browser, from the E-Safe server, or from an authorized administrator.

E-Safe may disclose information when reasonably believed necessary to comply with a subpoena, court order, warrant, lawful governmental request, preservation obligation, or other legal requirement; to investigate or report fraud, abuse, threats, criminal misuse, or a security incident; to protect rights, property, safety, or the integrity of the Services; to enforce the Terms and Conditions; or with the user's direction or consent.

E-Safe does not promise that every third party will be subject to identical law, retention, or security practices. Third-party policies govern information processed by those providers. Provider links are supplied for transparency and may change without notice.

12. Email and Communications

E-Safe may send required account, password, security, operational, administrative, legal, and service-response messages. These communications are necessary to operate an account or respond to a request and may not include an unsubscribe option.

Community updates, weekly Missing Kids emails, news, events, polls, engagement notices, and other noncritical subscriptions are optional. Users may change available preferences or use the unsubscribe method included in the message. Unsubscribing from optional messages does not prevent required account, security, or legal notices.

Email is not guaranteed to be secure, immediate, uninterrupted, or successfully delivered. E-Safe may retain delivery status, queue, error, and preference records needed to administer email.

13. Retention

E-Safe retains information only for as long as reasonably necessary for the purposes described in this Policy, subject to operational, legal, safety, and technical requirements.

Account and profile information may be retained while an account remains active and for up to 45 days after a verified deletion request or administrative closure, subject to the exceptions below. E-Safe may treat an account as dormant after 24 consecutive months without a successful login or other meaningful account activity and may delete or irreversibly anonymize the account after reasonable notice when practical.

Contact, assistance, appointment, verification, directory-intake, and administrative-review records may be retained while the matter is active and for up to 24 months after closure, unless a shorter period is practical or a longer period is reasonably necessary for consent records, disputes, fraud prevention, safety, or legal compliance.

Security, login, access, audit, spam, and technical logs may ordinarily be retained for up to 12 months. Relevant records may be retained longer when connected to an unresolved security event, abuse investigation, legal hold, dispute, or continuing risk.

User Content may remain until removed by the user where that control exists, removed by E-Safe, the account is deleted, or the feature's retention rule applies. Content copied, quoted, shared, indexed, printed, archived by others, included in another user's content, or required for an investigation may not be fully retractable.

Supporting documents submitted solely for E-Safe business verification should be deleted or securely disposed of after the initial verification and any immediate quality-control period, ordinarily within 45 days after the verification decision, unless the submitter requests return, a dispute is pending, preservation is legally required, or the document is necessary to investigate fraud. E-Safe may retain a verification result, source citation, status, audit record, and non-sensitive public business information without retaining the supporting document.

Routine backup copies are maintained for disaster recovery and may persist in protected backup rotation for up to 90 days after information is removed from the active system. Backup copies are not restored for ordinary use and may be retained longer only when technically unavoidable, subject to a legal hold, or required to recover from an incident. When a backup is restored, deletion records should be reapplied when reasonably practicable.

14. Access, Correction, Export, and Deletion Requests

A user may request access to, correction of, export of, or deletion of Personal Information under E-Safe's control by emailing privacy@e-safe.us. The request should identify the account or email address involved and clearly state the action requested.

E-Safe may require reasonable verification before acting, including confirmation from the account email address or other information reasonably necessary to prevent unauthorized disclosure or deletion. E-Safe will ordinarily respond within 45 days after receiving a verified request. When reasonably necessary because of complexity, volume, security, or legal review, E-Safe may extend the response period and will provide notice when practical.

Deletion removes or deidentifies information from active systems to the extent reasonably practicable. Deletion is not absolute. E-Safe may retain information necessary to complete a requested transaction, protect account or website security, prevent fraud or repeated abuse, preserve consent and policy acknowledgments, comply with law or legal process, establish or defend legal claims, honor another person's rights, maintain suppression or unsubscribe records, preserve public records or source citations, or complete protected backup rotation.

A deletion request does not require E-Safe to delete information independently retained by another user, a third-party website, an official public source, a news publisher, a search engine, an email recipient, a service provider acting under its own lawful obligation, or a person who copied or printed public User Content.

15. Security

E-Safe uses reasonable administrative, technical, and operational measures designed for a privately operated community website. Measures may include encrypted connections, access controls, account authentication, least-privilege administration, security monitoring, anti-spam screening, firewall controls, malware scanning, logging, backups, software updates, and restricted administrative access.

No website, transmission, storage system, plugin, service provider, or security control can guarantee absolute security. Users are responsible for selecting a strong password, protecting credentials and devices, logging out of shared devices, and promptly reporting suspected account compromise.

16. Security Incidents and Notice

E-Safe may investigate suspected incidents, preserve evidence, reset credentials, restrict access, suspend features, notify providers or authorities, and take other reasonable measures to protect the website and users.

When E-Safe determines that notice of a security breach is required by applicable law, E-Safe will provide notice in the manner and within the time required by that law, subject to lawful delay requested by law enforcement and the time reasonably needed to determine the scope, restore integrity, and identify affected persons. A general technical problem, unsuccessful attack, or event involving no legally protected Personal Information may not require individual notice.

18. International and Out-of-State Processing

Although E-Safe primarily serves Coastal Georgia, service providers may process or store information in other states or countries. Laws and government access rights may differ from those in Georgia. By using a feature that depends on such a provider, a user acknowledges that processing may occur where the provider operates, subject to the provider's policies and applicable law.

19. Change of Ownership, Operation, or Closure

If responsibility for operating E-Safe changes, the website is transferred, the owner becomes unable to continue, hosting or control changes, or the website permanently closes, E-Safe may transfer limited information needed to continue the Services only if the recipient agrees to protections materially consistent with this Policy or affected users receive notice and a reasonable opportunity to request deletion before a materially different use.

E-Safe may instead close accounts and securely delete or deidentify information, subject to legal holds, security records, public content limitations, and protected backup rotation. Advance notice may not be possible in an emergency, incapacity, security incident, provider shutdown, or legal requirement.

20. Changes to This Privacy Policy

E-Safe may update this Privacy Policy to reflect changes in Services, plugins, providers, law, security, or operations. The updated version will display a revised effective date.

For a material change that meaningfully expands collection, use, or disclosure of Personal Information, E-Safe will provide reasonable notice before the change takes effect when practical, through a website notice, account notice, or email. Continued use after the effective date constitutes acknowledgment of the updated Policy, but a new consent will be requested when applicable law requires it.

Appendix A. Installed Plugin and Provider Disclosure

The following list reflects the active and must-use plugins identified in the E-Safe system information reviewed for this Policy. Installation does not necessarily mean that every optional cloud feature is enabled or that every plugin receives public-user Personal Information. A plugin may operate entirely on the E-Safe server, may contact its provider only for licensing or updates, or may transmit information when a configured feature is used. Provider policies may change independently of E-Safe.

Information submitted for a public report may become publicly visible.
