Human trafficking is the exploitation of a person for sex or labor through force, fraud, or coercion. When the victim is a minor in commercial sex, it is trafficking regardless of force or coercion. Victims can be girls and boys, women and men, United States citizens and foreign nationals. Recruitment often begins through online ads, social media, or acquaintances. Control is commonly maintained by a romantic partner, a family member, or an employer who withholds pay or identification. Coastal counties like Chatham face risk because of steady tourism, short term rentals, interstate travel, and a high volume of lodging where offenders can hide in plain sight. The National Human Trafficking Hotline receives significant annual contacts from Georgia, which reflects both victimization and growing public awareness. The hospitality sector is a frequent setting for sex trafficking, while labor trafficking can surface in cleaning services, food service, landscaping, and construction.
What is happening now
Chatham County launched a focused Human Trafficking Initiative in late September 2025. Hours after the announcement, deputies coordinated with out of state partners and recovered a fifteen year old girl at a hotel near the Interstate 95 and Highway 204 corridor. An arrest followed. Investigators say the case opened leads on more than twenty individuals believed to be involved. The investigation remains active with multi agency coordination.
How the initiative works
The Sheriff’s Office assigned investigators to a dedicated team that works tips from the public, hotel staff, and partner agencies. The unit prioritizes places with fast turnover and anonymity, including budget hotels along interstates and short term rentals booked for very brief stays. Each tip is triaged for urgency, checked against missing youth reports and online advertisements, and routed to the right jurisdiction when travel crosses county or state lines. When a victim is identified, trained advocates are brought in immediately to secure medical care, safe placement, and legal support.
Early results
The initiative produced an immediate rescue, an arrest, and an ongoing multi state investigation. Local briefings indicate continued case development connected to the hotel corridor near Highway 204 and to travel along Interstate 95 and Interstate 16. More arrests are possible as forensic work on phones, cameras, and hotel records continues.
How a community tip becomes action
A resident calls a hotline, texts, or files an online report with location, time, and observations.
Specialists assess the level of danger. If a life is at risk, 911 dispatches officers.
Actionable leads go to the Sheriff’s Office, city police, and state or federal task forces as needed.
Investigators verify details, review video, check room and vehicle records, and contact potential witnesses.
If a victim is found, survivor services engage at once for medical care, emergency placement, and safety planning.

Short term rentals used for very short stays with high visitor traffic through the night.
Labor crews where a boss holds worker identification or controls housing and transportation.

Guests staying only a few hours and paying with cash or prepaid cards
Many adult men visiting the same room through the night
A minor who is coached or not allowed to speak and who appears frightened
Visible injuries, malnourishment, or controlled movement
Housekeeping refused for days and persistent do not disturb signage
Large quantities of condoms, multiple phones, or online ads that match someone on site
Workers who cannot keep their own identification or who say they are not free to leave

Survivor services in the Savannah area
Tharros Place provides trauma informed residential care for girls ages twelve to seventeen who are survivors of trafficking.
SAFE Shelter Center for Domestic Violence Services operates a twenty four hour crisis line and provides confidential emergency shelter and advocacy.
Georgia’s statewide network of certified victim assistance organizations can coordinate placement, medical care, and legal advocacy for minors and adults.
Privacy and safety
If you manage a hotel or a short term rental, train staff on indicators, keep consistent incident logs, and establish a direct reporting protocol to law enforcement. Residents should document patterns without posting identifiable photos of potential victims online.
